Editorial Policy

The journal "Russia and America in the 21th Century" is a unique online periodical, which publishes scholarly and educational articles by leading domestic and foreign experts in international relations studies, reflecting the results of current research.

The journal "Russia and America in the 21th Century" provides round-the-clock access to publications, the quality of which has been verified by the professional community of international relations experts, while the materials of the journal are intended not only for professionals such as scholars, teachers and students, but also for all those interested in the issues of international and Russian-American relations.

The "Russia and America in the 21th Century" journal guarantees: 1) permanent storage of articles; 2) permanent Internet address of the journal; 3) authenticity and absence of changes in the texts of publications. The journal "Russia and America in the XXI century" is guided by the following editorial policy and the principles of publication ethics.

The articles published in the journal cover such subject areas as political science and international relations. The scope of the journal is to inform readers about all aspects of international relations, foreign and domestic policies of the Russian Federation, the United States, Canada, and Latin American countries, on international security issues, and Russian-American and Russian-Canadian relations, as well as coverage of civilizational, economic, political, military, historical, social, legal, and cultural problems of Russia, the United States, Canada, and Latin American countries. The aims of the journal are to publish scholarly and educational articles by leading domestic and foreign specialists in the areas mentioned above.

Areas of expertise of the journal’s authors and Editorial Board members include:

23.00.02 “Political institutions, ethnopolitical conflictology, national and political processes and technologies”;

23.00.04 “Political problems of international relations and global development”;

08.00.14 “World economy”

The Editorial Board is comprised of 1 academician, 1 corresponding member, 4 doctors of sciences, 2 candidates of sciences in the above-mentioned specialties.


Periodicity

During the calendar year, 4 planned issues (1 issue per quarter) are regularly published, as well as additional thematic issues on various issues of international relations research. The volume of the issue may not exceed 30 publications.


Copyright

The author grants the publisher of the "Russia and America in the 21th Century" journal the right to publish and distribute their article free of charge. The author, for their part, confirms that they submit to the editor the manuscript of the original research. The author includes bibliographic references to scholarly works that influenced the course of the research. Borrowed fragments or statements are drawn up according to the citation rules, indicating the author and the original source. The author undertakes not to claim rights to the results of other people's research.


Peer Review

All applications for publication received by the editorial Board of the Journal "Russia and America in the 21th Century" are subject to double-blind review (the reviewer does not know the author of the manuscript, the author of the manuscript does not know the reviewer). The following materials are accepted for consideration: scientific articles, reviews, abstracts, educational texts.

Review of articles is carried out by members of the Editorial Board and invited reviewers - leading experts in the relevant field of political science. The choice of a reviewer is made by the Editor-in-chief, Deputy Editor-in-chief or Managing Editor. If there is a conflict of interests, the reviewer has the right to refuse to examine the article.

The review period takes 3 days (urgent review) to 2 weeks, but at the request of the reviewer can be extended. Based on the results of the review, the reviewer makes the following recommendations:

  • the article is recommended for publication as is
  • the article can be published after correction of the shortcomings noted by the reviewer
  • the article needs additional review by another expert
  • the article cannot be published in the journal

If the review contains recommendations for correction and revision of the article, the Editorial Board sends the text of the review to the author with a proposal to take them into account or to disprove them with arguments (partially or completely). The revised article is then re-sent for peer review.

Revision of the article should take no more than 2 months from the date the author is notified of the need for changes. At the end of this period, the author is notified of the withdrawal of the manuscript from publication. If the author refuses to finalize the article, they must notify the editors of their decision.

An article not recommended for publication is not accepted for reconsideration.

The presence of a positive review is not a sufficient reason for the publication of the article. The final decision on publication is made at a meeting of the Editorial Board. In any conflict situations, the final decision is made by the Editor-in-chief.

After the Editorial Board decides to allow the publication, it informs the author thereof, indicating the possible timing of publication. The publication fee for the articles in the journal is not charged.


Indexing in academic databases

Scholarly articles published in the journal are indexed by the Russian scientific citation index ( RSCI), annotations to them are available in the Electronic scientific library eLIBRARY.ru, the Google Scholar international search engine. In accordance with the international standard of scientific periodicals, each article receives its own unique DOI (Digital Object Identifier) after publication.
